The only debt owing

by the Colony

is

one

of £200,000

raised for Defensive and other

Works in 1887. It is hoped that

this loan will be paid off in

1907.

If

so it cannot be

said that Hongkong has

paid more than a fair share

towards the

many public

works executed during recent

years in Hongkong.

The second

proposal of the Surveyor General

is to build a Gaol Block, so as

to relieve the overcrowding.

It is scarcely fair that the entire

cost of such a building

as a New Prison should fall upon

the present generation, who I venture to think have already

paid largely

for the new

Gaol. This

was suggested

by

a dispatch written by

William Marsh in 1889, No 87

of the 16th

of March. I cannot

say that I am
